To stimulate individual and institutional manpower development and socio-economic growth through association.
PREAMBLE
The FEDERAL GOVERNMENT COLLEGE OHAFIA 2007 ALUMNI is a group of like-minded individuals who were students of the April 2002 - July 2007 set of the school who on their own volition have come together for the common goals of brotherhood, networking, economic growth, individual development and other incidental matters.
The Association was founded to provide a gathering place for Alumni who share energy, passion, and skills, fostering common goals and mutually beneficial opportunities for both her members and our Alma Mater.
The Association is committed to safeguarding the interests of her members by all necessary means while also making a positive contribution to our Alma Mater.
It is for the above reasons and for the purpose of promoting the good governance and welfare of all our members on the principles of freedom, equity and justice that WE DO HEREBY, ENACT, MAKE AND GIVE TO OURSELVES THE FOLLOWING CONSTITUTION:
ARTICLE 1: NAME AND ADDRESS
1.1. The Association shall be known as "Federal Government College Ohafia 2007 Alumni".
1.2. The official address of the Association shall be "Federal Government College Ohafia, Abia State". However the executive may decide to use any other temporary address to receive correspondence for the sake of convenience.
ARTICLE 2: NON-POLITICAL AND NON-PROFIT NATURE
2.1. The Association shall be a non-political, non-profit social organization dedicated to the welfare and advancement of its members.
ARTICLE 3: AIMS AND OBJECTIVES
3.1. The Association is established to:
- Serve as the umbrella body for all ex-students of Federal Government College Ohafia (2002–2007 set).
- Engage and be fully involved in the total support and economic well-being of her members across the globe.
- Effectively oversee and guide all registered members to ensure alignment with the recognized interests and core values of the Association.
- Facilitate the training and continuous development of members to ensure they remain informed about the laws, regulations, and best practices governing the Association's administration.
- Initiate and advocate for initiatives that enhance the quality of life of members in social, economic, and professional aspects.
- Defend the rights of her members, impartially and without bias at all time, regardless of the parties involved.
- Present a unified voice on issues and concerns that may impact the collective interests of members or Federal Government College Ohafia in any lawful event or occasion.
- Ensure a transparent and fair process for the selection and admission of members in accordance with established guidelines.
- Encourage and support members in attending, organizing, and facilitating international and local seminars, workshops, and conferences for personal and professional development.
- Collaborate with government institutions, non-governmental organizations and chambers of commerce where necessary to achieve the Association's goals and objectives.
ARTICLE 4: LOGO/MOTTO
4.1. The Association logo shall bear the name Federal Government College Ohafia 2007 Alumni with our motto inscribed below.
4.2. The Association Motto shall be "Link to the Past, Bridge to the Future"
ARTICLE 5: ZONES
- The Association may have zones in any state, City or Town where they have up to 10 members in that cluster who can meet and further the interest of the association.
- The purpose of the zones is limited to social gatherings only and its operations shall be independent from the Association.
ARTICLE 6: EXECUTIVE MEMBERS
6.1. The Association shall have the following Executive Members:
- President
- Vice President
- Secretary
- Assistant Secretary
- Financial Secretary
- Treasurer
- Public Relations Officer
- Provost
- Welfare/Social Director
ARTICLE 7: DUTIES OF THE EXECUTIVE MEMBERS
7.1. THE PRESIDENT
- Shall be the Chief Executive of the Association.
- Shall preside over all meetings of the Association.
- Shall be a compulsory signatory to the Association Account.
- Shall participate in all activities of the Association.
- Shall be resident in Nigeria.
- Shall be able to cast vote in a tie.
- Shall delegate responsibilities to members where necessary in the interest of the Association.
- Shall have the authority to appoint, employ or engage any officer or set-up ad-hoc committee for the Association, subject to ratification by the Association.
7.2. THE VICE PRESIDENT
- Shall directly assist the President in the discharge of his duties and shall deputize or act in the absence of the President.
- Shall be in all committees of the Association except the Disciplinary Committee.
- Shall have virtually all inherent powers of the President while acting in such capacity.
- Shall perform all other official functions as may be assigned or delegated by the President.
- Shall be resident in Nigeria.
7.3. THE SECRETARY
- Shall be in charge of all correspondence of the Association.
- Shall at the instance of the President and other Executives, summon all meetings of the Association.
- Shall be in custody of the seal and other official documents/items of the Association.
- Shall take the minutes of every meeting.
- Shall be resident in Nigeria.
7.4. THE ASSISTANT SECRETARY
- Shall assist the Secretary and shall perform all duties of the Secretary in the absence of the Secretary.
- Shall perform other duties that may be assigned by the President and the Secretary.
7.5. FINANCIAL SECRETARY
- Shall keep records of all income and expenditure of the Association.
- Shall collect all monies due to the Association during meetings and within 48 hours deposit in the Association account.
- Shall be a signatory to the Association Account.
- Shall present well articulated quarterly and end-of-tenure detailed financial reports as well as Annual Statement of Account of the Association.
- Shall from time to time review the financial standing of the bank which the Association operates.
- Shall perform all other duties that may be assigned to him by the President and the Executives.
7.6. TREASURER
- Shall ensure the payment of all levies by members and collect on behalf of the Association, all levies that maybe prescribed by the Constitution.
- Shall have in his custody, the cheque book and other account documents belonging to the Association.
- Shall be a signatory to the account of the Association.
- Shall not release any fund of the Association without approval of the members.
- Shall be resident in Nigeria.
7.7. PUBLIC RELATIONS OFFICER
- Shall be the official Publicity/Image Maker of the Association.
- Shall receive correspondence and pass same to the secretary.
- Shall be the official spokesperson of the Association.
7.8. PROVOST
- Shall be responsible for the maintenance of peace and order during meetings, gatherings, online forums and elections of the Association.
- Shall undertake and engage in any other responsibility as shall be vested upon him by the President.
- Shall ensure Members' compliance with the constitution by enforcing and collecting penalties, halting improper conduct such as Fighting, abuse of online forums, causing distractions during meetings and correspondence.
- Shall be a member of the Disciplinary Committee.
7.9. THE WELFARE/SOCIAL DIRECTOR
- Shall be responsible for all welfare activities for every member of the Association.
- Coordinate logistics of Association Members' and Guests' attendance of Association Meetings, functions, events etc.
- Shall propose and implement approved annual program of activities for the Association.
- Shall be the Chairman/Chairperson of the Welfare Committee and the Reunion Committee.
- Shall liaise with the PRO as regards awareness and correspondence of all the programs of the Association.
7.10. EX-OFFICIO MEMBERS
- These are members who the Executives reach out to for advice and consultations.
- They have the right of audience and form part of the Executives.
- They shall consist of past Presidents who shall be permanent ex-officio members.
- The Executives may nominate non-permanent members of not more than two (2) persons as ex-officio members and they shall enjoy such office at their pleasure and step down at the end of the tenure of the Executives that nominated them.
ARTICLE 8: TENURE OF OFFICE
8.1. An elected Executive member of the Association shall hold office for a period of three (3) years single term and a maximum of two (2) terms.
Note that elections of the Executives shall coincide with the Reunion.
ARTICLE 9: REMOVAL OF AN EXECUTIVE MEMBER
9.1. An Executive of the Association may lose his position on account of the following:
- Resignation: Here the said Executive member shall submit a letter of resignation to the Secretary which shall be read to the General House.
- Impeachment: Where it is proven that an Executive member has shown acts of incompetence, insubordination, Embezzlement, Misappropriation of Funds, Misconduct or any act considered inimical to the interest of the Association, there shall be a vote of no confidence cast and by a simple majority such Executive member shall lose his position.
- Relocation out of Nigeria: By virtue of Article 7.1(e), Article 7.2 (f), Article 7:3(e) and Article 7:6(e) the President, Vice President, Secretary and Treasurer shall automatically lose his position once it is proven that any of them have relocated outside Nigeria.
- By Virtue of Incapacity to act due to ill health.
- Becomes Insane.
- Convicted of a Criminal Offence.
- If declared Bankrupt.
9.2. In the event of b, c, d, e, f and g, the removal must be done through a motion raised by a member in a general meeting and fair hearing given to such member.
9.3. Where an Executive member has lost his position through any of the conditions in Article 9.1, an Emergency General Meeting shall be convened and an election held to fill the vacancy.
ARTICLE 10: ELECTIONS AND HANDOVER
- Every registered member, having fulfilled all financial obligations and not owing the association in any way has the right to be voted for except where he or she contravenes any article of this constitution still serving the punishment meted against him/her.
- Election of executives shall be conducted at the expiration of the tenure of office of the current executives except for filling of a casual vacancy.
- The eligibility of candidates contesting to be voted into any position shall be determined at the point of their official declaration of interest in the group.
- The eligibility of voters shall be on the basis of membership registration alone.
- Every eligible member has the right to just one (1) vote.
- All executive aspirants shall be required to present a manifesto at least one week prior to the elections. Failure to do this disqualifies the candidate.
- The voting system to be employed in an election shall be suggested by the Electoral Committee and approved by members of the association.
- Multiple voting by either a contestant or a non-contestant automatically voids both votes.
- All votes will be counted and winners declared at the General or Reunion meeting.
- The official handover and taking of oath of offices shall be done at the General or Reunion meeting which must be same day of the election.
- Candidates who are not satisfied with the outcome or Election Results shall make a written complaint to the Electoral Committee within one (1) month of conclusion of the Election stating their grounds and the committee shall look into it immediately.
ARTICLE 11: ELECTORAL COMMITTEE
- Elections under this constitution shall be conducted under the supervision of a not less than three (3) and not more than (5) member committee who shall be nominated by the general house after the day's lectures to conduct elections.
- The member with the highest number of nominations shall emerge as the Chairman/Chairperson of the Electoral Committee. Provided that a member of the Electoral Committee shall not serve as the Chairman/Chairperson for more than two terms.
- The Electoral Committee Chairman/Chairperson will officially declare the winner(s) at the end of the election giving details of number of votes cast and details of opponents.
- The Electoral chairman and committee members shall be empowered to make rules and principles to guide the conduct of the election and shall inform the general meeting before the commencement of voting. Provided that no rule or guideline made by the Electoral Committee shall be inconsistent with any provision of this Constitution, else it shall to the extent of such inconsistency be void.
- Members of the electoral committee are disenfranchised from voting or being voted for.
- The Electoral committee members shall hold such position and shall be dissolved immediately after three (3) months of concluding the election by the President until the next general election cycle which they may be reappointed. Except for where there is complaint by a contestant following the outcome of the election.
- The Electoral Committee Chairman/Chairperson shall administer the oath of office to the incoming executives.
- Where the Chairman/Chairperson is absent, any member of the committee can perform such function as stated above.
- Persons nominated as the Chairman/Chairperson of the Electoral Committee according to the procedures given in sub section (b) above must be members who have fulfilled all their financial obligations to the Association and must not be owing the association in any way, else they shall be disqualified and the title of Chairmanship shall move to the next qualified person following the nominations.
ARTICLE 12: MEMBERSHIP/ADMISSION
There shall be two (2) categories of membership; (a) Full membership and; (b) Honorary membership
12.1. Qualification for Full Membership
Subject to the provisions of this Constitution, full membership of the Association shall be open to all who at one point attended Federal Government College Ohafia, and were part of the April 2002 – July 2007 set and are willing and able to meet the requirement for membership.
12.2. Qualification for Honorary Membership
Subject to the provisions of this constitution the Honorary membership shall be awarded to deserving members of the society after due consideration by the Executive and Members. Such a person must have contributed in one way or the other to the advancement of our goals and objective. Provided that he or she shall not be a person qualified for full membership under this constitution.
12.3. Admission of Members
- A person who falls within the category in Article 12.1.(a) seeking admission into the Association shall be added to the WhatsApp Group and be introduced.
- He or she shall immediately pay a Registration fee of ten thousand naira (₦10,000) to the Association account.
- A newly added person introduced to the group shall be given a grace period of thirty (30) days from the day he or she was added to pay his or her Registration fee and become a member, failure to do so such person shall be removed by an admin immediately under the direction of the Provost.
- A Newly Registered member shall stay for a probation period of six (6) months during which he or she will show commitment by participating actively in all group's activities before he can be entitled to Rights and Privileges.
- Where a member who just served his or her probation suddenly brings an invitation, the participation and payments of such member shall be investigated by the Executives before presenting such invitation to the group.
- To be able to get full entitlements, a member must be financially up to date in payments of dues, levies, and pledges.
ARTICLE 13: DUTIES OF MEMBERS
- Upon admission of a member (after paying the requisite registration fees), he or she shall be expected to pay a monthly due of One Thousand naira Only (₦1,000).
- It shall be the duty of every member to abide by the Association's constitution and other rules, regulations and conventions as shall be lawfully directed by the Association within the Laws of the Federal Republic of Nigeria.
- It is the duty of every member to be present in all meetings of the Association.
- Members shall be totally committed, abide and carry out any assignments as given or directed by the officers of the Association.
- Members shall pay all dues, levies, pledges or donations as shall be directed or requested by the Association.
- Members shall be their brothers' keepers by inviting and attending social functions as shall be agreed by the general house.
- Members shall lend a helping hand with their time and resources in all matters that concerns the association, the members and Federal Government College Ohafia.
ARTICLE 14: RIGHTS OF A MEMBER
Every registered and financial member of the Association shall be entitled to the following rights:
- To properly exercise the right of audience in any reunion or gathering of the Association.
- To enjoy all benefits of membership within the Association if financially up to date.
- To vote and be voted, during any election of the Association, provided that he or she has satisfied all requirements in that regard.
- To hold any office within the Association provided that he or she has satisfied all requirements in that regard.
- To have the attendance of members of the Association at his or her wedding.
- To have a condolence visit paid to him or her on the death of a parent, spouse or child according to the constitution.
- To have a condolence visit paid to his or her parents/family on his or her demise.
ARTICLE 15: OBLIGATIONS OF A MEMBER
Every registered member of the Association shall exercise the following obligations:
- To abide by the Association's Constitution and other bye laws, regulations and conventions affecting the Association within the Laws of the Federal Republic of Nigeria.
- To be present at all meetings of the Association.
- To be committed to the progress of the Association and carry out any assignment as given or directed by the officers of the Association in fulfillment of the objectives of the Association.
- To pay all monthly/annual dues or levies imposed by the Association in accordance with the Constitution.
- To fulfil any pledges or donations made to the Association.
- To attend any social function or burial ceremony affecting any member under the auspices of the Association.
- To respond to any solidarity call whenever and wherever such call is made in the name of the Association.
- To devote time and resources in all matters that concerns the Association, her members and Federal Government College Ohafia.
ARTICLE 16: SPECIAL RIGHTS AND ENTITLEMENTS
Where a member has any social event in his or her honour such as a wedding, burial or any other social programme, such member shall formally inform the Association at least one month before the said event by way of an invitation in writing and shall be entitled to the following:
- The attendance of members of the Association at the said event.
- The Executive Council shall also nominate official representatives to attend the said event.
- To receive a token sum of Money as prescribed by the constitution.
ARTICLE 17: ENTITLEMENTS FOR MARRIAGE
- A member who wishes to invite the Association to his or her marriage ceremony shall present an invitation to the Executives at least two (2) months before the date of the marriage ceremony.
- Such member shall be entitled to the attendance of members of the Association at the marriage ceremony if he/she complied with the laid down procedures in the constitution.
- The Executive Council shall nominate official representatives to attend the marriage ceremony.
- The Executives shall levy the sum of Three Thousand Naira (₦3,000) from every member.
- The member shall be entitled to a token sum of Two Hundred Thousand Naira (₦200,000) from the association.
- Marriage between two (2) financially up to date members of the group shall have the same Levies and Rites but in double folds.
- Marriage in the context as used in this constitution shall bear the same meaning as under the Marriage Act and a member may choose to be given his/her Rite in any of them.
- Where the attendance of a marriage ceremony is made "strictly on invitation", the Executives shall utilize and send representatives with the invitation given to them.
- There shall be no form of financial clearance after an invitation is presented to the group as all clearance should have been done before the invitation.
ARTICLE 18: ENTITLEMENTS OF A DECEASED MEMBER
- On the confirmation of the death of a member, the President shall summon an Emergency Meeting in order to discuss the arrangements in details.
- The Association shall play an active role in such a deceased member's burial and may organize a wake keep/service of songs in honour of such deceased member.
- Members of the Association shall attend the wake keep/service of songs and burial ceremony of a deceased member.
- The Executive Council shall also nominate official representatives to attend the wake keep and burial ceremony of her deceased member.
- The Executives shall levy the sum of Five Thousand Naira (₦5,000) only from every member.
- A token sum of Five Hundred Thousand Naira (₦500,000) only shall be given to the Family of the Deceased Member.
ARTICLE 19: BEREAVEMENT ENTITLEMENTS
19.1. Once a member of the Association is bereaved of a Parent, Spouse or Child, such member shall at least within one month to the funeral inform the Association in writing and shall be entitled to the following:
- The announcement shall be made in the group immediately.
- The attendance of the members of the Association at the funeral.
- The Executive Council shall also nominate official representatives to attend the funeral and/or pay a condolence visit to the bereaved member.
- In the case of a member's deceased child, there shall be no form of levy in the group.
- The family shall be presented by the group's representatives during the condolence visit or funeral with the sum of One Hundred Thousand Naira (₦100,000) only.
- In the case of a member's deceased Parent, there shall be a levy of Three Thousand Naira (₦3,000) only for every member of the Association and the member shall be presented with the sum of One Hundred and Fifty Thousand Naira (₦150,000) only.
- In the case of a member's deceased Spouse, there shall be a levy of Three Thousand Naira (₦3,000) only for every member of the Association and the member shall be presented with the sum of Two Hundred Thousand Naira (₦200,000) only.
- Any member who is not financially up to date as at the time of informing or inviting members for any event shall be liable to pay triple of any sum owed, before the association can accept and honour such invitation.
- Paragraph (h.) above can only be done if the said debt is within the period of 3 months before the invitation.
ARTICLE 20: MEETINGS/QUORUM
20.1. There shall be four categories of meetings and when properly convened, decisions taken therein shall be binding on members depending on such members' level of commitment in the Association.
20.2. For a meeting to be properly convened the quorum must be reached.
20.3. TYPES OF MEETING
- General meeting: This is a quarterly meeting of all members of the Association. It could be held either physically or virtually and members can participate from wherever they are.
- Reunion Meeting: This is a meeting of the Association which requires the physical presence of members and shall be held during Reunions. The venue shall be the same with that of the reunion and rotated between cities and states through a ballot system organized by the Reunion Committee. The venue for the meeting shall be in Nigeria. Elections and swearing in of members of the executive committee shall be done at the Reunion.
- Emergency Meeting: This meeting shall be convened by the President through the Secretary in an event of an emergency. This may not necessarily involve all the members but shall be held only for making emergency decisions through any selected medium.
- Executive Meeting: To be held by members of the executives whenever and wherever they decide.
20.4. The President shall be the presiding officer of all meetings. In the absence of the President, the Vice President shall preside. Where both of them are absent, an interim presiding officer shall be nominated from the Executives by the general house.
20.5. Members shall be present in all meetings of the Association in a given year.
20.6. Quorum for meetings:
- General and Reunion Meetings: 20 financial members present.
- Emergency Meeting: 10 financial members present.
- Executive meeting: Half of the total Executive members.
ARTICLE 21: WHATSAPP FORUM AND OTHER SOCIAL MEDIA PLATFORMS
- There shall be established for the Association a WhatsApp forum and other social media platforms as agreed by the majority of the house for the benefits of members for meetings, discussions, sharing of information and other uses as permitted by the executives.
- The Whatsapp forum and other social media platforms shall be regulated by the Provost and any one (1) other Executive member appointed by the President.
- Meetings and decisions can be taken in the WhatsApp forum or any other online platform if physical meetings are impracticable.
- The Admin handle of the WhatsApp Group or any other social media platforms shall be controlled by the President, the PRO and the Provost.
- Any member who intentionally exits himself/herself from the WhatsApp Group without any reasonable cause shall be suspended for one month and shall pay a fine of Twenty Thousand Naira (₦20,000) only before readmission at first instance.
- Any further repetition shall result in a suspension for Six (6) months and a fine of Fifty Thousand Naira (₦50,000) only.
ARTICLE 22: STAMP/SEAL
- There shall be a common seal of the Association which shall symbolize the authority of the Association.
- The Secretary shall have the stamp/seal of the Association in his custody.
- All documents to be executed by the executives or any other member as may be delegated on behalf of the Association shall be officially endorsed with the seal.
ARTICLE 23: FINANCES
The Association shall raise funds in any of the following ways:
- Monthly Dues
- Levies
- Loans
- Donations
- Fines/Penalties
- Pledges
- Events/Project Launch
The Association shall operate a bank account in a reputable bank in Nigeria and would review (bi-annually) the status of the bank with regulatory agencies.
ARTICLE 24: FUNDS AND PROPERTY
24.1. The Association shall have power to:
- Raise loan with or without interest for the execution of its projects.
- Acquire and own property both real and personal in its name and for its purpose.
ARTICLE 25: WELFARE AND WELFARE COMMITTEE
- There shall be established for the Alumni Association a Welfare Committee at the beginning of a new tenure which shall be headed by the Welfare Officer.
- The Welfare Committee shall comprise of not more than ten (10) persons (excluding the Vice President and the Welfare Officer) nominated by the general house in a formal meeting.
- The welfare committee shall be responsible for overseeing the welfare initiative of the Association including: reaching out to inactive members; offering emotional support and counseling services; and providing financial assistance to members who are critically ill or facing severe hardship.
- Any member who is not in debt for more than 3 months as at the time of report shall be eligible for welfare support.
ARTICLE 26: DISCIPLINE
- Any member is free to report any act of indiscipline against any member during meetings and at the floor of the house.
- Minor acts of indiscipline shall be listened to and treated during meetings.
- Serious matters shall be referred to the disciplinary committee who will deliberate and report back to the general house on possible action(s) to take.
- Any member found, after investigation, to have disclosed or traded the confidential decisions or information of the Association to non-members shall be dismissed from the Association.
ARTICLE 27: DISCIPLINARY COMMITTEE
- There shall be a Disciplinary Committee for the Association. The Committee shall consist of five (5) members nominated by the General house. The Provost shall serve as a member of the Committee.
- The President shall constitute the Disciplinary Committee at the first general meeting following his handover.
- The General house shall, by majority vote, choose the Chairman/Chairperson of the Disciplinary Committee from among its nominated members.
- The Disciplinary Committee shall be responsible for handling all cases of indiscipline, misconduct, and gross misconduct involving members.
- Any member against whom judgment is passed in a Disciplinary Proceeding may appeal to the General house, stating the grounds for the appeal.
ARTICLE 28: PATRONS
- There shall be appointed Patrons of the association.
- Their appointment shall be for life except in cases of death, Physical Incapacity, conviction by a court of law, or removal through a vote of no confidence by the General house.
- The appointment and maximum number of Patrons shall be determined by the Executives subject to ratification of the General house.
ARTICLE 29: QUALIFICATION FOR APPOINTMENT OF A PATRON
- Shall not be an infant.
- Shall not be a person of unsound mind.
- Has not been convicted of any crime.
- Shall be a person who demonstrates genuine interest in, and commitment to the welfare of the Association.
- Shall be financially capable.
ARTICLE 30: REUNION AND REUNION COMMITTEE
- The Alumni Association shall hold a Reunion at the end of each tenure, providing an opportunity for members to reconnect, socialize, foster unity, resolve differences, and strengthen bonds.
- The Reunion shall be organized by a Committee consisting of not less than five (5) and not more than seven (7) members, chaired by the Director of Socials.
- The Reunion Committee shall be responsible for determining the date and venue, drawing up the programmes, raising funds, and overseeing the overall planning.
- The Reunion shall hold every three (3) years and the Reunion Meeting shall be held at this time.
ARTICLE 31: CONSTITUTION REVIEW AND AMENDMENT
- The Constitution of the Association shall be subject to review six (6) years from the date of its adoption and signing into law.
- Upon the due date for review, the Executive shall notify the General house and inaugurate a Constitution Review Committee of ten (10) competent and experienced members.
- Any amendment to this Constitution prior to the scheduled review date may be proposed at a formal meeting by a financially up-to-date member, stating the grounds for the amendment.
- Any matter, item or issue not contained in or covered by this constitution shall be discussed and decided by the Executives subject to approval by the members.
